The Council for Exceptional Children (CEC) established the Code of Ethics and Standards of Practice to guide special education professionals in their mission to improve educational outcomes for individuals with exceptionalities.
The Code of Ethics for Educators of Persons with Exceptionalities lists eight principles which create a framework for professional behavior.
The CEC Standards outlines professional conduct such as certification, qualifications, regulations, professional development, and evaluation, and encourages professional behaviors such as teamwork and developing respectful relationships with parents. The standards are organized into three areas:
- CEC Standards for Professional Practice Professionals in Relation to Persons with Exceptionalities and Their Families. This section covers Instructional Responsibilities; Management of Behavior (e.g., disciplinary methods); Support Procedures (e.g., medication administration); Parent Relationships (e.g., communication, parent education); Advocacy.
- Professional Employment Certification and Qualification. This section addresses Employment; Assignment and Role (e.g., job descriptions and responsibilities); and Professional Development.
- Professionals in Relation to the Profession and to Other Professionals. This section addresses the special educator's commitment to the profession and to other professionals.
CEC updated and issued the Code of Ethics and Standards for Professional Practice in 1997.
